Today we achieved a significant victory. Because the Senate Committee was inundated with your emails and phone calls, the Senators grilled the DMV bureaucrats about the issue of giving drivers licenses to illegals. Through testimony presented in the committee, which creates the Legislative history of a bill, it was clearly noted repeatedly that this bill will not allow illegals to obtain drivers licenses. Now the DMV is on the hook to abide by the Legislative history and the understanding of the Committee.
The DMV said the portion of the bill which appeared to give illegals drivers’ licenses was really to provide an “opt out” from the Real ID drivers license for citizens. We supported an “opt out” if they pass Real ID.
However, Real ID is still very much alive. After researching, I have discovered the Real ID is being morphed into the new Western Hemisphere Travel Initiative (part of the North American Union agenda) which bypasses state approval, which Real ID requires.
Interestingly enough, in 2008 Arizona passed HB 2677, which says, “This state shall not participate in the implementation of the Real ID Act of 2005...” This bill was signed by then Governor Napolitano, who is now the head of the federal Homeland Security Dept. Real ID is under the jurisdiction of DHS.
Some 11 states, including Arizona, have refused to participate in Real ID. We recommended to the Committee that Nevada become the 12th state to opt out of Real ID.
The Western Hemisphere Travel Initiative is a federal passport card with RFID chip. It is being used at our borders by Homeland Security. This WHTI “passport” card with embedded RFID chip is a dangerous breech of privacy and poses a serious threat of identity theft.
Message to Committee: You can thank the Committee for insuring that Illegal Aliens will not receive drivers’ licenses. Then tell them you still oppose Real ID and to Vote NO on SB52.
