This bill sets a dangerous precedent for the whole state

Although, initially this bill only applies to small counties excepting Clark and Washoe.

SB278 Authorizes APPOINTED people to raise your taxes!

This concept of appointed people raising taxes is a complete violation of REPRESENTATIVE GOVERNMENT as established by our US and Nevada Constitutions.  How can appointed people who have no constituency, who do not have to stand for election, who are not subject to recall, who can raise your taxes if 2/3rds of them agree, how can they be held accountable?!!!!! Will Clark or Washoe be targeted next for this onslaught on liberty?  Clark & Washoe Senators will be deciding on this bill.

 APPOINTED: The multi-county Health Districts will be comprised of one or two appointed county commissioners from the several counties, one unelected/appointed physician, and the unelected/appointed district health officer. How will voters in Storey County who will, for instance, have 1 appointed county commissioner on the Health District object if the appointed county commissioners from several other counties and the other appointed members decide to raise taxes?

 Yesterday in the hearing, the bureaucrats promoting this said not to worry because they would only raise the taxes gradually! This bill allows this unelected, unaccountable Health District to raise property taxes, sales taxes and obligate taxpayers to bonded indebtedness.  MESSAGE: Vote NO on SB278 which allow appointees to raise our taxes in violation of our Constitutional Republic. It establishes Health Districts with Power to levy new taxes, to exceed the property tax cap, to contract bonded indebtedness and do it all without a vote of the people.

 More on SB278 allows counties with populations of 100,000 or less (all counties but Clark and Washoe) to establish health districts either as single or two or more combined counties with the approval of the State Board of Health.

 SB278 authorizes the newly established district boards of health to: (1) impose a tax upon all taxable property within the health district at a rate of not more than 15 cents on each $100 of assessed valuation; (2) impose a tax at the rate of up to one-quarter of 1 percent of the gross receipts of any retailer from the sale of all tangible personal property sold at retail, or stored, used or otherwise consumed, in the health district; and (3) issue general or special obligations.

 It also allows the health districts to exceed the property tax cap on property taxes levied by the health districts, while eliminating the required vote of the people.  In addition, all new taxes can be levied without a vote of the people!!!
